Guidelines for International Arrivals(in supersession of all guidelines issued on the subject on and after 20 January 2022)
Introduction
The global and Indian growth trajectory of COVID-19 pandemic continues with regional variations. The need to monitor the continuously changing nature of virus and evolution of SARS-CoV-2 variants of concern (VOCs) thus, must still remain in focus. The extant guidelines for international arrivals in India continue being formulated taking a risk-based approach. While monitoring the nature and spread of infection in the country and across the globe, cognizance is also given to the fact that economic activities need to be taken up in an unhindered manner.
Scope
This document provides protocols to be complied by international travellers as well as those to be followed by airlines and all points of entry (airports, seaports and land border).
This Standard Operating Procedure shall be valid w.e.f. 14th February 2022 (00.01 Hrs IST) till further orders. Based on the risk assessment, this document shall be reviewed from time to time.

  • A.1. Planning for Travel
  • i. All travellers should
  • a. Submit complete and factual information in self-declaration form on the online Air Suvidha portal https://www.newdelhiairport.in/airsuvidha/apho-registration) before the scheduled travel, including last 14 days travel details.
  • b. Upload a negative COVID-19 RT-PCR report* (The test should have been conducted within 72 hrs prior to undertaking the journey) or Certificate of completing full primary vaccination schedule of COVID-19 vaccination**.
  • c. Each passenger shall also submit a declaration with respect to authenticity of the report and will be liable for criminal prosecution, if found otherwise.
  • ii. They should also give an undertaking on the portal or otherwise to Ministry of Civil Aviation, Government of India, through concerned airlines before they are allowed to undertake the journey that they would abide by the decision of the appropriate government authority any post arrival requirement to undergo home/institutional quarantine/ self-health monitoring, as warranted.
  • iii. Do’s and Don'ts shall be provided along with ticket to the travellers by the airlines/agencies concerned.
  • iv. Airlines to allow boarding by only those passengers who have filled in all the information in the Self Declaration Form on the Air Suvidha portal and uploaded the negative RT-PCR test report or Covid -19 vaccination certificate of having completed the primary vaccination schedule**.
  • v. At the time of boarding the flight, only asymptomatic travellers will be allowed to board after thermal screening.
  • vi. All passengers shall be advised to download Aarogya Setu app on their mobile devices.
  • A.3. During Travel
  • vii. In-flight announcement about COVID-19 including precautionary measures to be followed shall be made at airports and in flights and during transit.
  • viii. During in-flight crew shall ensure that COVID appropriate behaviour is followed at all times.
  • ix. If any passenger reports symptoms of COVID-19 during flight, he/she shall be isolated as per protocol.
  • x. Proper in-flight announcements should be made by the airlines regarding the testing requirements and people who need to undergo such testing to avoid any congestion at the arrival airports.
  • A.4. On arrival
  • xi. De-boarding should be done ensuring physical distancing.
  • xii. Thermal screening would be carried out in respect of all the passengers by the health officials present at the airport. The self-declaration form filled online shall be shown to the airport health staff.
  • xiii. The passengers found to be symptomatic during screening shall be immediately isolated and taken to medical facility as per health protocol. If tested positive, their contacts shall be identified and managed as per laid down protocol# .
  • xiv. The following protocol post arrival shall also be followed
  • a. A sub-section (2% of the total passengers in the flight) shall undergo random postarrival testing at the airport on arrival.
  • b. Such travellers in each flight shall be identified by the concerned airlines (preferably from different countries). They will submit the samples and shall be allowed to leave the airport.
  • c. If such travellers are tested positive, their samples should be further sent for genomic testing at INSACOG laboratory network.
  • d. They shall be treated/isolated as per laid down standard protocol.
  • xv. All travellers will self-monitor their health for next 14 days of arrival.
  • xvi. If travellers under self-health monitoring, develop signs and symptoms suggestive of COVID19, they will immediately self-isolate and report to their nearest health facility or call National helpline number (1075)/ State Helpline Number. International travellers arriving at seaports/land ports
  • xvii. International travellers arriving through seaports/land ports will also have to undergo the same protocol as above, except that facility for online registration is not available for such passengers currently.
  • xviii. Such travellers shall submit the self-declaration form to the concerned authorities of Government of India at seaports/land ports on arrival.
    * Children under 5 years of age are exempted from both pre- and post-arrival testing. However, if found symptomatic for COVID-19 on arrival or during the period of self-monitoring period, they shall undergo testing and treated as per laid down protocol.
    ** There are Countries which have agreement with India on mutual recognition of vaccination certificates of Nationally recognised or WHO recognised vaccines. Similarly, there are Countries which presently do not have such an agreement with India, but they exempt Indian citizens fully vaccinated with Nationally recognised or WHO recognised vaccines. On the basis of reciprocity, the travellers from only such Countries which provide quarantine-free entry to Indians will be allowed for relaxation under Certificate of completing full primary vaccination schedule of COVID-19 vaccination. The listing of such Countries is available on website of Ministry of Health & Family Welfare (mohfw.gov.in) and the link of the same will be available at website of Ministry of External Affairs and Air Suvidha Portal. This is also a dynamic list and will be updated from time to time. The travellers from such countries only are considered for allowing entry based on vaccination certificate & shall upload their fully vaccinate certificate on the Air Suvidha portal.
    # Contacts of the suspect case are the co-passengers seated in the same row, 3 rows in front and 3 rows behind along with identified Cabin Crew.

General
Nepal is open for travel under certain restrictions, while some domestic restrictions are being lifted.

Can I travel to Nepal?
Most commercial flights to and from Nepal are suspended, while most land borders are open.
The Gaddha Chowk border with India has re-opened for travel, after registering in advance.
Unvaccinated travelers wishing to enter Nepal must apply in advance, present their itinerary and have travel insurance. Visas on arrival are suspended.
Vaccinated travelers are eligible for visas on arrival.
All arrivals must complete a health form before arrival.

Do I need to go into quarantine when arriving to Nepal?
Unvaccinated arrivals to Nepal must quarantine in an approved hotel for 5 days. They can leave quarantine after taking a COVID test.
Vaccinated arrivals are exempt from quarantine.
Arrival from high-risk countries must quarantine for 14 days.

Are COVID-19 tests required to travel to Nepal?
All arrivals to Nepal are required to present negative RT-PCR test results, no older than 72 hours.
All arrivals must show proof of hotel booking, CCMC-generated barcode, and travel insurance.
Travelers on international flights departing Nepal, and some domestic flights, are required to present negative RT-PCR test results, no older than 48 hours.

Is public transportation open in Nepal?
Short-distance public transportation in Nepal is operating, while long-distance routes and domestic flights are suspended.
In high-risk regions, public transport is suspended.

Are the restaurants and bars open in Nepal?
Restaurants and bars in Nepal are open for takeout and delivery. Vaccinated individuals may also dine in.
Are businesses and attractions open in Nepal?
Non-essential businesses in Nepal are open, while many attractions remain closed. Large events are banned.
Only vaccinated individuals may enter some non-essential businesses such as cinemas and parks.

Do I need to wear a face mask in Nepal?
Face mask requirements vary between areas and businesses.

Reference is made to the Announcement Number (IUL) 23-L/452/2022/3 published on the Government of Maldives Gazette by the Health Protection Agency (HPA) on 01st February 2022. With the authority vested with Director General of Public Health under the clause number 34 and 12 of the Public Health Act 7/2012, effective 02nd February 2022, it has been decided to revise the quarantine and testing procedures for individual(s) who have completed the prescribed dose(s) of a Covid-19 vaccine in case of being identified as a direct contact of a positive case of Covid-19 as below;

  • a) Individual(s) who have been identified as a direct contact of a positive case but asymptomatic, are NOT required to observe a quarantine period. However, if symptomatic the individual shall undertake a PCR test or a Rapid Antigen Test for Covid -19 and can ONLY be released upon receiving a negative test result.
  • b) Regardless of the ease mentioned in (a), ALL individual(s) who are identified as a direct contact of a positive case are required to undertake an additional PCR test after 05 (five) days from the date of last contact with the said positive case.
  • c) The ease mentioned in (a) and (b) is strictly applicable ONLY to those direct contacts who are quarantined separately from the positive case.

The procedures mentioned below are to be ensured and implemented for individual(s) who observe their mandatory quarantine period together with a positive case of Covid-19.

  • I. Individual(s) identified as a direct contact of a positive case of Covid-19 must observe quarantine till the positive case of Covid-19 completes their isolation period.
  • II. The quarantine period specified in (I) will come to an end ONLY upon receiving a negative result for the PCR test done at the end of isolation period of the positive case of Covid-19.
  • III. Regardless of the ease mentioned in (II), such individual(s) are required to undertake an additional PCR test after 05 (five) days from the end of the isolation period of the positive case.

Furthermore, individual(s) shall only use the Rapid Antigen self-kit to test for Covid -19 if they have Covid-19 symptoms. If these test results are positive, then the individual will be considered a positive case of Covid-19 and the prescribed measures would apply. However, if an Isolation document is needed, a PCR test or a Rapid Antigen Test for Covid-19 shall be taken from an approved laboratory or health facility. Please be informed that individual(s) are considered to have completed the prescribed doses of a Covid-19 vaccine and the related eases mentioned in this circular can ONLY be exercised if the following conditions are met:

  • 1- Vaccine administered by the individual(s) is approved by the Maldives Food & Drug Authority or by the World Health Organization (WHO) Emergency Use Listing (EUL) and at least 14 (fourteen) days have passed and 06 (six) months have not exceeded after the administration of the prescribed doses.
  • 2- If 06 (six) months have passed since completion of the prescribed doses, a BOOSTER dose for covid-19 must also be completed.
    Additionally, those individual(s) who are observing their mandatory Quarantine when this circular comes into effect, can also avail the eases above upon fulfillment of the conditions stated. Hence, all individual(s) are advised to provide proper and accurate information with regard to the symptoms and vaccination details in all circumstances.

SRI LANKA

Important notice

  • 1. Sri Lankan passport holders do not require the COVID-19 Insurance coverage when traveling to Sri Lanka.
  • 2. TOURIST VISA requires a mandatory Sri Lanka COVID-19 Insurance coverage to be purchased online https://portal.pionline.lk/covidinsurance/ or on arrival.
    This Insurance costs USD 12 for the mandatory one-month insurance and has a cover of USD 50,000 including hospitalization if need due to COVID-19 infection.
    We recommend you obtain the insurance online prior to departure. If you are unable to do so, you can purchase the policy prior to leaving the airport in Sri Lanka.

Facilitation of On-arrival ETA for Tourists
Please be informed that issuing on-arrival ETA at the port of entry to Sri Lanka will be facilitated with immediate effect for tourists, who are unable to obtain ETA by online mode due to time constraints experience when arranging their journey to Sri Lanka within a very shorter period.
This arrangement is available for all nationals except the passport holders of Afghanistan, Pakistan, Syria, Nigeria, Ghana, Ivory Coast, Cameroon, Myanmar, Nepal and North Korea. Please be noted that, it is advisable to obtain the online ETA by the tourists where possible, prior to their arrival to Sri Lanka.

Quarantine measures for travellers arriving from overseas during the pandemic of COVID-19
Due to the current COVID-19 situation in Sri Lanka and globally, following quarantine measures are imposed for travellers arriving in Sri Lanka.

  • A Entering into the country Foreign National passport holders who do not have a valid visa, have to obtain a landing permit / visa from the Department of Immigration & Emigration prior to their departure.
    All Foreign National passport holders must have a travel insurance for at least USD 50,000 including cover for hospitalized treatment for COVID-19 infection. The period of stay in Sri Lanka and additional 14 days should be covered by the insurance.
    No Category Place of quarantine
    A.1 Sri Lankan Citizens
    Sri Lankan Seafarers arriving via airports Dual Citizens
    If required to Quarantine, can undergo home quarantine (if facilities are available at home) or Institutional Quarantine. If need Institutional Quarantine, can request a Quarantine Hotel / Government Quarantine Centre after arriving in Sri Lanka at the arriving airport or book a Safe and Secure Certified Level 1 hotel as mentioned in Section A.3.

    A.2 Valid resident visa Holders If required to Quarantine, can undergo home quarantine of facilities are available at home) or Institutional Quarantine. If need Institutional Quarantine, can request a Government managed Quarantine Hotel or Safe & Secure Certified Level 1 hotel as mentioned in Section A.3.
    Tourists

    Dual Citizens
    Sri Lankan nationals
    If required to Quarantine at a Safe & Secure Certified Level 1 hotel, should obtain Electronic Travel Authorization (ETA) using the protocol stipulated in following Sri Lanka Tourism website, https://www.srilanka.travel/helloagain/. They have to abide by operational guidelines of Sri Lanka Tourism in addition provisions of this letter and other Health Ministry protocols on COVID-19 preventive measures.

    A.4
    Foreign Nationals
    If need to Quarantine, can request a Government managed Quarantine Hotel after arriving in Sri Lanka at the arriving airport or book a Safe and Secure Certified Level 1 hotel as mentioned in Section A.3.
    Approval to Quarantine at a Residence for Foreign national staff members of the diplomatic missions or UN organizations / UN Specialized agencies / International Organizations with permanent offices in Sri Lanka (mentioned in Annex 01) who are holding Diplomatic / UN / Official passports
  • B.1
    Foreign National Staff members and their accompanying spouse, parents and children are allowed to undergo mandatory Quarantine at a Quarantine Hotel / Safe & Secure Certified Level 1 Hotel / Quarantine at an area Medical Officer of Health (MOH) approved residence.

    B.2 If Foreign National staff members of Diplomatic Missions or Foreign National staff members of organizations/agencies are undergoing mandatory quarantine at a residence, respective Diplomatic Mission / Organization /Agency with permanent offices in Sri Lanka should take prior approval in writing from area Medical Officer of Health mentioning that the residence is suitable for mandatory quarantine.

    B.3 Details of the Foreign National Staff members and their accompanying spouse, parents and children undergoing mandatory quarantine at approved residences should be informed to area MOH on Day 1 of arrival, as they have to quarantine under the supervision of area Medical Officer of Health.
  • C Pre departure negative COVID-19 test (PCR or Rapid Antigen Test) report
    C.1
    Travellers of twelve years and above arriving in Sri Lanka should mandatorily carry a negative COVID-19 PCR test report in English language done within 72 hours prior to embarkation OR Rapid Antigen Test report (self-swabs are disallowed) done within 48 hours prior to embarkation.
  • D COVID-19 Vaccination Certificate/Card D.1
    Travellers who have received the recommended doses of COVID-19 vaccine should carry the original vaccination certificate / card (together with a certified copy of English language translation if the certificate/card is not in English or if relevant data are not indicated in English in a non - English certificate / card) or verifiable evidence of vaccination.
  • E "Fully Vaccinated Travellers"
    E.1As different countries have different phases of vaccination, for the inbound travellers, if the recommended doses of the COVID-19 vaccination are completed and departs from abroad two weeks after completion of vaccination, they will be considered as "Fully Vaccinated Travellers".

    E.2Children of twelve years to eighteen years, if depart two weeks after obtaining at least a single dose of Pfizer Vaccine, will be considered as Fully Vaccinated.

    E.3Travellers who have taken at least a single dose of vaccine and after vaccination, had COVID- 19 infection OR travellers who had COVID-19 infection and after the infection taken at least a single dose of vaccine will be treated similar to "Fully Vaccinated Travellers". They should carry a diagnosis card or verifiable evidence or previously positive COVID-19 test report (PCR report or Rapid Antigen Test report) as a proof of past history of illness (in English).

    E.4As there are positive cases reported among fully vaccinated persons in Sri Lanka and in other countries, it is important to minimize the spread of COVID-19 or its variants entering in to the country. Therefore, all travellers including fully vaccinated travellers should not relax the preventive measures and should abide by the COVID-19 preventive measures imposed by the Government of Sri Lanka.
  • F Filling of Health Declaration Form
    F.1
    Each traveller should fill the online Health Declaration Form (HDF) before boarding. Weblink is as follows: https://airport.lk/health_declaration/index Travellers should carry a printout of QR code generated after filling the online Health Declaration Form or produce the QR Code in mobile phone to the staff of the arriving airport if requested. Separate Health Declaration Forms should be filled online for each of accompanying children if any.
  • G.1
    Travellers who have completed the recommended doses of the COVID-19 vaccination and departs from abroad after two weeks of completion of vaccination, should produce the vaccination certificate / card / verifiable evidence (in English) to Airport Health Officer at arriving airport if requested.
    G.2
    After completion of formalities at the airport, travellers who are allowed to be quarantined at home should find their own transport to travel to their homes and should not use public transport.
    Other travellers who need to quarantine will be transferred to a Quarantine Centre / Quarantine Hotel managed by the Government of Sri Lanka or to a Safe & Secure Certified Level 1 Hotel.
    Transport shall be provided by the government authorities or the Hotel Management on a pre-determined manner.
    Respective Diplomatic Mission / Organization / Agency with permanent offices in Sri Lanka should arrange their own transport (adhering to preventive measures imposed by Government of Sri Lanka) to transport Foreign National staff members, if undergoing quarantine at an area Medical Officer of Health approved residence.
  • D COVID-19 Vaccination Certificate/Card D.1
    Travellers who have received the recommended doses of COVID-19 vaccine should carry the original vaccination certificate / card (together with a certified copy of English language translation if the certificate/card is not in English or if relevant data are not indicated in English in a non - English certificate / card) or verifiable evidence of vaccination.

    Travellers who have received the recommended doses of COVID-19 vaccine should carry the original vaccination certificate / card (together with a certified copy of English language translation if the certificate/card is not in English or if relevant data are not indicated in English in a non - English certificate / card) or verifiable evidence of vaccination.
  • H Procedures to be followed after released from the arriving airport

    Fully vaccinated
    Fully vaccinated travellers who have completed 14 days after recommended doses of vaccination and arriving with a negative COVID-19 PCR Report done within 72 hours of embarkation OR negative COVID-19 Rapid Antigen Test report done within 48 hours prior to embarkation (as mentioned in Section C) will be released from airport and do not need to do Day 1 PCR test or undergo quarantine after arriving in Sri Lanka.
    If develop COVID-19 like symptoms, they should conduct a COVID-19 test (PCR or Rapid Antigen Test) from a Ministry of Health approved laboratory and produce the report to area Medical Officer of Health.

    H.2
    Unvaccinated children below 18 years old of fully vaccinated parents
    Children below 12 years do not need to do COVID-19 testing after arriving in Sri Lanka
    Unvaccinated children below 12 years of fully vaccinated parents who are Sri Lankan citizens / Dual citizens / Resident visa holders should be allowed to travel home with parents.
    Unvaccinated children of 12 -18 years of fully vaccinated parents need to undergo Day 1 PCR testing at a Ministry of Health approved laboratory at Katunayake or at a Government Quarantine Centre (for Sri Lankans and Dual Citizens) / Quarantine Hotel / Safe & Secure Certified Level 1 Hotel.
    If the Day 1 COVID-19 PCR test report is negative (or if positive with a CT Value >30), they can be released from Quarantine and should be allowed to go home with fully vaccinated parents. They will not be further quarantined.
    Unvaccinated children below 12 years of fully vaccinated parents who are Tourists I Foreign Nationals should be allowed to travel with fully vaccinated parents.
    Unvaccinated children of 12 -18 years of fully vaccinated parents who are Tourists / Foreign nationals need to undergo Day 1 PCR testing at a Ministry of Health approved laboratory at Katunayake / Quarantine Hotel / Safe & Secure Certified Level 1 Hotel.
    If the Day 1 COVID-19 PCR report is negative (or if positive with a CT value > 30), they can be released from Quarantine and should be allowed to go home / hotel with fully vaccinated parents. They will not be further quarantined.
    Quarantine measures for travelers who have NOT received COVID-19 vaccination / not completed the recommended doses of vaccination
    Sri Lankan Citizens / Dual Citizens / Resident Visa Holders should undergo Day 1 PCR testing at a Ministry of Health approved laboratory at Katunayake or at a Government Quarantine Centre (for Sri Lankans and Dual Citizens) / Quarantine Hotel / Safe & Secure Certified Level 1 Hotel.
    If the Day 1 COVID-19 PCR report is negative (or if positive with a CT value > 30), can undergo home quarantine until the Day 7 Exit PCR test or Exit Rapid Antigen Test negative report is available.
    Ministry of Health approved laboratory at Katunayake / Quarantine Hotel / Safe & Secure Certified Level 1 Hotel should inform the details of the discharged traveller to area Medical Officer of Health.
    After going home, traveller should inform about their arrival to area Medical Officer of Health (MOH).
    Should perform an Exit PCR test/ Rapid Antigen Test on Day 7 from a Ministry of Health approved laboratory and can be released from quarantine after completion of 7 Days by producing the negative Exit test result to the area Medical Officer of Health.
    Tourists / Foreign Nationals should undergo quarantine at a Safe & Secure Certified Level 1 Hotel / Quarantine Hotel until the Day 7 Exit PCR test or Exit Rapid Antigen Test report is available.
    Should perform COVID-19 PCR tests on Day 1 and Exit COVID-19 PCR test/ Rapid Antigen Test on Day 7 and can be released from quarantine after completion of 7 Days by producing the negative Exit PCR/Rapid Antigen test results.
    Unvaccinated Sri Lankan Citizens / Dual Citizens / Resident Visa Holders who do not have facilities to quarantine at home, can undergo quarantine at a Government Quarantine Centre (for Sri Lankans and Dual Citizens) / Quarantine Hotel / Safe & Secure Certified Level 1 Hotel until the Day 7 Exit PCR test or Exit Rapid Antigen Test report is available.

    H.4
    Unvaccinated children below 18 years old of parents who are unvaccinated / not completed the recommended doses of vaccination
    Children below 12 years do not need to do COVID-19 testing after arriving in Sri Lanka.
    Sri Lankan citizens/ Dual citizens / Resident visa holders should be allowed to travel home and undergo home quarantine for 7 days with parents if parents are undergoing home quarantine.
    Unvaccinated 12-18 years children of Sri Lankan Citizens / Dual Citizens / Resident Visa Holders should undergo Day 1 PCR testing at a Ministry of Health approved laboratory at Katunayake or at a Government Quarantine Centre (for Sri Lankans and Dual Citizens) / Quarantine Hotel / Safe & Secure Certified Level 1 Hotel. With a negative test result, can travel home with parents to undergo home quarantine for 7 days.
    Should perform Exit COVID-19 PCR test/ Rapid Antigen Test on Day 7 and can be released from quarantine by producing the negative Exit PCR/ Rapid Antigen Test result to the area Medical Officer of Health.
    Unvaccinated 12 -18 years children of Tourists/ Foreign Nationals should perform Day 1 PCR and undergo 7-day quarantine at a Safe & Secure Certified Level 1 Hotel /Quarantine Hotel. Should perform Exit COVID-19 PCR test / Rapid Antigen Test on Day 7 and can be. released from quarantine on Day 7 with a negative test result.
